Prevention of household waste in Scotland The Scottish Executive issued a consultation on proposals to prevent the generation of waste across a number of sectors in Scotland. This included waste produced by manufacturers, retailers and consumers and sought views on how local authorities and the community sector could reverse the trend of waste growth. In its response, SESA supported the concept of producer responsibility as a means of minimising waste and promoting the development of markets for recycled materials. However, the Scottish Executive was informed that, in the short term, waste was unlikely to be eliminated. SESA suggested financial incentives could be an effective measure to encourage sustainable waste management and called for a full consultation on the potential merits of the introduction of direct charging for household waste.
