Planning Advisory Note: Community Engagement
The Scottish Executive issued a consultation on its proposed planning advisory note which was intended to inform local authorities on good practice for the engagement of communities within the planning system.
SESA acknowledged that the Scottish Executive did not intend to adopt a prescriptive approach and that no one model would suit all types of community engagement. However, SESA recommended that the public would benefit from more targeted information on the planning system, and how communities could engage within this process.
SESA noted that the introduction of Good Neighbour Agreements on a voluntary basis may provide effective engagement of communities, where there is an identified need and where planning conditions or other agreements are not deemed to have adequately addressed the needs of the local community. However, such agreements should only be determined once the development had received planning approval.
