Developing the new planning performance assessment framework
The consultation paper sets out the proposed new approach to assessing and improving planning authority performance, with the aim of ensuring that good quality planning outcomes are being achieved across Scotland.
It includes proposals for regular measurement and assessment to achieving best value and a consistently high quality of service delivery across the country and the sharing of good practice across authorities to generate improvements and encourage innovation.
SESA has continually pressed for a robust monitoring process to report on the progress of development plans and planning consents in facilitating new waste infrastructure. We suggest that planning authorities should also collect information on the waste management capacity lost each year and the take up of sites allocated in development plans.
