Draft Development Plan Regulations

SESA responded to the Scottish Government’s proposed reforms to the process of development plan preparation. SESA welcomed proposed reforms and noted this should better integrate national waste management objectives into the development plan process. SESA suggested development plans should state the overall requirement for new waste management capacity to meet the needs of all waste producers, and how this would be delivered.

Whilst SESA understands the need to streamline the content of development plans, we urged a cautious approach to proposals which would give weighting to material covered by supplementary guidance in the planning regime. We suggested such guidance should only be produced through a thorough consultation process and should not form part of a development plan.
