Scotland’s National Planning Framework
Scotland’s second National Planning Framework (NPF) aims to set out the strategic development priorities which will guide spatial development until 2030. Placed on statutory footing for the first time, planning authorities will be required to account for the NPF in the preparation of development plans, and the NPF will form a material consideration in the determination of planning applications.
The NPF identifies strategic opportunities for investment in key infrastructure (including waste management facilities) and certain development projects will be identified as national development.
The consultation proposes specific projects which should be defined as national development and there would be no requirement to consider the need for such facilities when determining applications for such development.
Upon completion, the NPF will contain an action programme setting out how the strategy will be implemented. Key elements addressed in the action programme will include consideration of the delivery of national developments and infrastructure to support implementation of the national waste management plan.
