Scotland’s Planning Hierarchy

The proposed planning hierarchy is intended to apportion planning authorities’ resources to the size of development. Applications would be categorised as:

-  national development,

major development or

local development.

The proposed thresholds for (waste management) major development are:

EIA Schedule 1 development;

- Energy generation plant exceeding 20MW;

- Waste management facilities with a capacity exceeding 25,000 tonnes per annum

or sludge treatment exceeding 50 tonnes (wet weight) a day.

All applicants for major development would be required to undertake pre-application consultation with local communities.

The default period for the processing of major applications would be extended from 2 to 4 months – unless timescales were agreed between developer and planning authority by means of a planning processing agreement.
